Our total request of $9.6 billion in F.Y. Well, you know, the Missile Defense Review hasn't been released yet, so I -- I can't really speak to it. Part of the GMD are ground-based interceptors, which are the missiles that engage and destroy incoming threats to the United States. Q: Just to follow up on the Aegis Ashore system in Poland, I know that it was somewhat over budget in previous budget briefings. The Arrow 3 or Hetz 3 (Hebrew: 3, pronounced ) is an exoatmospheric hypersonic anti-ballistic missile, jointly funded, developed and produced by Israel and the United States.Undertaken by Israel Aerospace Industries (IAI) and Boeing, it is overseen by the Israeli Ministry of Defense's "Homa" (Hebrew: , pronounced , "rampart") administration and the U.S. Missile Defense Agency. The Aegis missile defense request is $1.6 billion and continues to upgrade the Aegis weapon system and procure additional missiles. It has in the past, all right? "What's great is both systems kind of have a crossover in what they can do," he said. I make sure I -- I run that write-up to the National Military Command, and we're doing the same thing with the current test campaign that we're in right now, particularly the political military side. The next few charts will go over the details of our F.Y. The next competition is for the systems integration test and readiness contract, according to Hill. We also continue the GMD Service Life Extension Program for GBIs to increase system reliability prior to NGI fielding. Yes, sir, thank you. In order to have met the federal 2% participation rate goal, 29 IWTD were needed. And we start our testing at campaign on the combat system coming up this next month. If you talk to General VanHerck, he is concerned about it that we stay very close to him. I appreciate the opportunity to brief you today on the Missile Defense Agency's F.Y. Current forces are capable of defending Guam against today's North Korean ballistic missile threats. If you're -- if you're late on the -- the ship, you're going to be late on getting the combat system installed and tested. Because the world is fixated on the range of the -- of the missile, but not the -- the tip of the spear, so to speak. Our F.Y. '23 THAAD request is $422 million. The charts are in order of the missile defense system battle sequence: detect, control, and engage. The Ground-Based Mid-Course Defense System, or GMD, serves as the continuously available homeland missile defense capability for defending against today's rogue state ballistic missile threats. These threats can travel at exceptional speeds and unpredictable flight paths. Q: I'm going to span a globe a -- globe a little bit -- span the globe a little bit. We are requesting $563 million for systems engineering to continue to provide critical products and processes needed to combine element missile defense capabilities into a single, integrated, and layered system. You know, the -- the requirement from the combatant command is clear. But if it does include Aegis Ashore, who would be manning it, the Navy or the Army? An advanced interceptor capability for the Ground-based Midcourse Defense system was successfully tested Sept. 12, 2021. We're going to have data available in '23 just like many of the other systems that were discussed today, and then the decisions be made to -- to go forward to proliferate. The former top civilian at the Pentagon's Missile Defense Agency (MDA) sexually harassed two women in his office for seven years before retiring after a complaint was filed, the military's . ADM. It's -- it's what we discussed a little bit earlier today. 47 Aegis SM-3 Block IB missiles and 10 SM-3 Block IIA missiles will be procured for deployment on land at the two Aegis Ashore sites in Europe and at sea on multi-mission capable Aegis ships. While MDA hasnt really started the program, Hill said, it is funded in fiscal 2023 to lay down the basic architecture of the systems that will go on Guam. I -- I grew up in a world where we all wanted to do high-speed end-to-end testing, meaning that you've got a good characterization of the environment, good digital characterization, the radar characterization, the combat control characterization (inaudible), and have it all as a string to where we can do thousands of runs and test the full requirement space in the world that we live in today where we're sneakernetting, you know, data between different systems that are located around. The new combined program office will bring more unity into these efforts, Walter Chai, director for space sensors at MDA, said in a statement, With the emerging advanced threats, space-based sensors are essential to missile defense. Several vessels are moored in Apra Harbor at U.S. The longer-range missile appeared to be fired at a high angle, possibly to avoid entering the territory of neighbors, reaching a maximum altitude of 1,920 kilometers (1,193 miles) and traveling . And so, what's the timeline for making a decision about whether you go forward with an actual program? Both companies have said they are on track to deliver faster than what the government initially asked, according to the director of the Missile Defense Agency. Thank you all so much for sticking around so late and for your interest in missile defense. Missile Defense Agency. ADM. HILL: Yeah, you know, I thought long and hard about how you give a range of time, you know, that's -- that's in the future, particularly when you're -- where we are in GPI, which is we have three and we've taken a -- other transaction authority approach so that we can bring in the best of what industry has to offer. We will also continue development and integration of multiple THAAD software builds to improve readiness, reliability, and availability, and enhanced capability against global operational threats, address the evolving threat, improve the warfighters defense planning, and improve system capabilities. Q: And that will be done then at the end of '23? amid concerns that agencies are developing systems in isolation and not coordinating efforts. That was part of -- when I say this great coordination with the Army Corps is that we've been able to use some of those funds to -- to stimulate and keep -- keep the company moving. MDA has taken steps to improve how it develops missile defense assets and capabilities, but problems with its . Q: (Inaudible)Its not just in the capitol area, not just in Washington -. It had its origins in the Strategic Defense Initiative (SDI) which was established in 1983 by Ronald Reagan and which was headed by Lt. General James Alan Abrahamson. About Defence Research and Development Organisation (DRDO):. The two teams will work toward a system requirements review later this year, Hill said, so its a pretty fast turn around.. The Missile Defense Agency ( MDA) is the section of the United States government's Department of Defense responsible for developing a layered defense against ballistic missiles. While the team completes the build on HBTSS, MDA is waiting to get clarification on the manifest to know whether it will be launched in the spring or the summer, Hill said. The United States' Missile Defense Agency (MDA) is in charge of defending the U.S. and national security interests throughout the globe against enemy ballistic, hypersonic, and cruise missiles. That -- that's why the dollars are in the '22 budget. Q: (Inaudible) then youd slide to the right whatever --. We call ourselves a stellar team with a noble mission. Thank you. Q: So, the Army and Navy elements, can you say if that includes Aegis Ashore or what elements there are? The agency started a low Earth orbit satellite system called Hypersonic and Ballistic Tracking Space Sensor (HBTSS). We, in very close coordination with the Army Corps, have -- have gotten to the point where we've got a very predictable schedule now. This advanced radar achieved initial fielding in December of 2021 and is a critical mid-course sensor that improves missile defense system threat discrimination capability and also allows for a more efficient use of the ground-based mid-course defense system. You've got the security team there. An official website of the United States Government, Vice Chairman of the Joint Chiefs of Staff, Navy Vice Admiral Jon A. Hill, Director, Missile Defense Agency; Dee Dee Martinez, Comptroller, Missile Defense Agency, Hosted by Defense Media Activity - WEB.mil. The missile defense system that the nation has deployed today addresses the current missile threat and consists of a robust sensor network ground-based interceptors for homeland defense. Naval Base Guam, Aug. 9, 2021. The agency will likely manage the ICBM and hypersonic missile defense components while the Army will take the lead on cruise missile defense. So that we're going to be using, you know, different launching systems and different missile capabilities that exist today that are in a constant state of evolution. Northrop Grumman and Raytheon are competing against Lockheed Martin and Aerojet Rocketdyne to build the new interceptors. Given the fragmented responsibilities for missile defense. But now that we have the equipment in place, the sailors are -- are onboard now because we -- we completed the water supply building. The Hypersonic and Ballistic Tracking Space Sensor (HBTSS) is the product of that research and the need for continuous tracking of inbound ballistic and hypersonic missiles. '23 the two prototypes. The Missile Defense Agency's (MDA) mission is to develop and deploy a layered Missile Defense System to defend the United States, its deployed forces, allies, and friends from missile attacks in all phases of flight. ADM. HILL: Yeah. We're going to leverage what we have with Aegis fire control, what we have with IBCS, where we are with SM-3 missiles, SM-6, sea-based terminal, and then Patriot. So, we're -- we're going to talk to you about where those investment areas are, and I'm going to turn it over to our great comptroller, Ms. Dee Dee Martinez. Click above to view the Homeland Missile Defense Scenario video. Now to answer your Guam question about it being a one-off, absolutely not. And also, that INDOPACOM had been very vocal about needing that capability by 2026. '23 MDA request for defense of Guam is $539 million and continues the architecture work, but also provides funds for design and development of multiple land-based radar systems, procurement of weapon system components, and initiates MILCON planning and design activities. US Air Force seeks the aircraft equivalent of a Swiss Army knife, F-22s arrive at Kadena, as aging F-15s prepare to depart, Congress poised to back multiyear weapons purchases, LaPlante says. Q: So, in '23 we have $30 million in procurement for -- this is all of Aegis Ashore to include Romania and the test site at PMRF, $30 million procurement and $28 million for RDT&E, so $58 million in total. So -- so I'm not in charge of that capability. There's going to be the technical capability declaration on the MDA side, and we have to do Navy acceptance, then we do European Command acceptance, and then NATO acceptance. If you want to move the THAAD battery back and -- and, you know, I want to be careful on -- on -- on getting in front of the combatant command, what they will do -- It just gives them that flexibility, the ability to control the Patriot missile using a THAAD radar, more flexibility. Russia and China are developing advanced cruise missiles that can be launched from aircraft, ground launchers, and ships or submarines, along with hypersonic missile capabilities. Please try and keep it to one if you can and then a follow-up if you can. The request sustains and improves the performance, reliability, availability and cybersecurity resiliency of the GMD weapon system throughout the fighter the FYDP. You'll -- you'll see dollars in our budget to continue to work the architecture and those options. DoD also created the Space Development Agency in 2019 tofield a missile-tracking network using large numbers of smaller, cheaper satellites in lower orbits. From command systems to advanced interceptors, powerful space sensors, directed energy weapons and the systems that test and verify their efficacy, we're defining what is possible across multiple domains to ensure reliable, effective protection against traditional ballistic and emerging . The Government Accountability Office in a June 2022 report said MDA has not adequately coordinated the HBTSS effort with DoDs Space Development Agency and Space Force.. And absolutely, it will be extensible. Separately, the Space Force is developing another layer of sensor satellites to track hypersonic missiles from medium Earth orbit. Thank you. So, we want to do is to give flexibility again, right? ADM. HILL: Well, Jason, thanks. The agency will likely manage the ICBM and hypersonic missile defense components while the Army will take the lead on cruise missile defense. Next chart please. The missile guidance system includes a state-of-the-art navigation system and integrated avionics. VICE ADMIRAL JON A. HILL: Okay, yeah. You wake up every morning, and if you work for the Missile Defense Agency, you know exactly what you're focused on. The SKA request is $27 million to continue integration of this capability into the MDS. We are continuing to develop and deliver a regional hypersonic defense capability to the warfighter. In June, the MDA narrowed it down to just two companies, Northrop Grumman and Raytheon, said Hill. Last week, MDA finished a "sighting summit" and was able to visit each site in Guam which has been proposed as a location for elements of missile defense there, Hill said. I tell you the -- the evolving threat is coming from many axes, and it's coming in all forms, whether it's air launch, submarine launch, a ballistic launch, cruise missile launch, hypersonic. Once the presentation is complete this afternoon we will have time for questions, of course. ADM. HILL: All right. The CDR will come roughly a year after PDR. How over budget has the Aegis Ashore system gotten in this process in Poland? If you're asking me what the hardest things are in the Missile Defense Agency. I mean, you -- you know what the capability of SM-3 Block IIA is. DoDs effort for lack of coordination and cooperation. They are becoming more mobile, survivable, reliable, and accurate, and can achieve longer ranges. We work that in coordination with the Navy. The F.Y. The idea is to deliver a capability in the late 2020s or early 2030s. It's -- but yeah, we -- we should have data coming down, you know, in the summer '23 or so, and we'll be able to help the Space Force make decisions. COMPTROLLER DEE DEE MARTINEZ: Thank you, Admiral. The Missile Defense Agency is a research, development, and acquisition agency that works on ballistic missile defense systems for the United States and its allies. The missile followed the desired quasi ballistic trajectory and reached the designated target with high degree accuracy, validating the control, guidance and mission algorithms. And we know that we can do that now. MDA just wrapped up a second siting summit last week and walked through every single candidate thats out there, Hill said. The Ground-based Midcourse Defense system defends the U.S. from rogue-state long-range intercontinental ballistic missile threats. And so, if we have to adjust, we'll adjust. Since then, MDA has made progress developing and testing the Missile Defense System. You've done --. The Space Systems Command (SSC), the procurement arm of the U.S. Space Force, announced the realignment Sept. 15. Q: (Inaudible) with Breaking Defense, thank you for doing this, sir. Timeline's clear, which is why we went with the more mature technologies. ADM. HILL: (Inaudible). I think that what we do on Guam will inform what we do for cruise missile defense of the homeland. So -- so now -- now they're testing again, so they are making progress. "We developed the glide phase interceptor concept because when you look at that threat, its vulnerability occurs in the glide phase," Hill said. And so, I can't say date certain we're going to hit that timeline, but I can say we're pointing to it, and we've got everything aligned to get there. C2BMC is the integrating element of our missile defense system. It was just running slow because there's just a lot of complexity with a fully automated system like that, and that's what we're coming through now. You're really asking more of an intel question, but I would say that they were advancing. We know the propulsion capability to get there is just operating in a different environment, so it's all about the front end. Quick Links. You probably know that there's a small percentage of the land that is available for us to land this -- this capability, so we're going to stay very close to the Joint Regional Command there for land allocations and siting. Next chart please. As the GWS prime contractor, we will continue to work closely with MDA to optimize and develop modern missile defense systems to defend against evolving threats and provide advanced capabilities for the warfighter, said Scott Lehr, vice president and general manager, launch and missile defense systems, Northrop Grumman. It'll just be easier on our -- on our briefers today. Our job is to lay down the technical architecture options and work that within the Department to see what we can do. So, we've got the arrays in place. It is a real threat. Drones and cruise missiles increasingly threaten the United States and its allies, the Biden administration said in its new assessment of global missile threats . Q: -- sir, Secretary Austin recently postponed an ICBM Minuteman III test because he didn't want any miscalculations on the part of the Russians. The NGI development will provide a more capable, robust, all-up round solution to meet the emerging threat, improve system survivability, and increase performance against projected threats from rogue states. This request also continues production and fielding of missile defense capability and production of additional SM-3 Block IB and IIA missiles for the Navy and THAAD interceptors for the Army. Testing is a critical aspect of the Missile Defense Agency mission. Admiral, your budget is seeking $539 million dollars. So, we're going to do everything that we can to meet that time line. The Northrop Grumman-led GWS program team will primarily be located in Huntsville including our large and small business partners. You know, I know exactly what the technical capability is, and I -- I think a lot of the statements that are made are -- are just there to get folks spun up. The NGIs will be advanced interceptors designed to protect the nation against intercontinental ballistic missile attack from rogue nations. Great, great question. Q: On the interceptor side though, is there any particular ones that's -- that's useful for that? The request upgrades homeland defense system capabilities, including ground-based interceptors, ground systems, and phased array GBI communication terminal kits, and improved components of the agency's GMD system, including GBIs, fire control nodes, communication systems, launch systems, and infrastructure to pace rogue nation threats to the homeland, and initiates ground weapon system capability improvements to integrate NGI. So -- so what we do is we make sure we're coordinating very closely with the combatant command in that region where we happen to be -- happen to be doing our testing. SDA next month will be become part of the Space Force. We're going to put it in the fire control loop. Q: But North Korea, they're advancing in their countermeasure's capability over the last two or three years or --? Next chart please. It will not be an Aegis Ashore. It sounds like there's going to be a fire control demonstration, but what -- what is this -- where -- where is this architecture headed in terms of developing this? The GMD is a part of the U.S. ballistic missile defense system, which is meant to engage and destroy limited intermediate- and long-range ballistic missile threats in space. Each of these layers is developed and procured by different Space Force, SDA and MDA offices. Say like a -- a swarm attack by (inaudible)? Q: Please, thanks. Q: Andrew Eversden with Breaking Defense. And so, we'll just keep on path. ADM. HILL: Yeah, so -- so that's -- and -- and so some portion of that is Poland. While MDA hasn't "really started the program," Hill said, it is funded in fiscal 2023 to lay down the basic architecture of the systems that will go on Guam. '23 request includes $504 million to upgrade and sustain the 12 TPY-2 radars with the 13th radar being procured with F.Y. So, we're evaluating those proposals now. Northrop GrummanCorporation, Email Alerts However, the regional threat to Guam, including from China continues to rapidly evolve. Our pioneering solutions equip our customers with capabilities they need to connect, advance and protect the U.S. and its allies. ADM. HILL: Yeah, it -- it -- it's -- it's tracking along really well. We stay very close to NORAD and NORTHCOM on what their needs are and the driving requirements for the capability. It's -- it's a tough place to be. Fast-forward three years, is that still the case? The Missile Defense Agency, or MDA, has offered a glimpse into how it plans to spot, track, and intercept hypersonic boost-glide vehicles, or HGVs, in a new animated video presentation recently . Ballistic missile defense systems seek to defend a given area from attack by locating and tracking an incoming ballistic missile and then launching an interceptor to destroy the missile before it can reach its target. All U.S. interceptors are made up of a booster rocket and a kill vehicle. Q: How are you looking at incorporating those future capabilities? ADM. HILL: Yeah, that -- that would be the MILCON for Guam is -- is that right Dee Dee? Q: Well, I got here, can you preview FTG-12, this two-stage selectable GBI test? The current architecture right now is Aegis ships and THAAD, so we're going to build upon that architecture, leveraging Aegis command and control weapons, IBCS command and control weapons. Together, we are delivering end-to-end capabilities that will protect the United States and its allies.. Now, the Agency has announced it will "re-compete" the contract according to a procurement notice. We are developing, deploying, and sustaining ground-based radars to counter current and future missile threats, build warfighter confidence, and increase force structure. @NGCNews Once it's deployed, we certainly develop it and we provide it to the services to meet the combatant command's set of requirements. Drones. This . Targeted Disabilities. Can you say how this budget you're proposing changes course in any way from what you had been doing -- the Department have been doing up until now as a result of the Missile Defense Review. Q: -- have they been paid? However, the threat is changing at a rapid pace, and we must continue to invest in system upgrades and new technology to keep pace. Tag: Missile Defense Agency. The department did fund us at a level that allows us to start environmental impact surveys that allows us to do the siting work, he said. And you can track it, and you can see it and you can develop fire control on it. Hypersonic missiles pose a new challenge to our missile defense systems. Northrop Grumman won a contract to manage the ground weapon system. The cruise missile threat is also increasing in sophistication and lethality. As policy guidance to an increasingly broad enterprise, the 2022 MDR represents an opportunity to achieve greater alignment between U.S. air and missile defense (AMD) efforts and the strategic competition with China and Russia. Deconflicting missile-defense projects has been a congressional priority amid concerns that agencies are developing systems in isolation and not coordinating efforts.
